In its detailed reasons for the July 23 order, a bench of Chief Justice DY Chandrachud and justices JB Pardiwala and Manoj Misra emphasized that the National Testing Agency (NTA) must avoid flip-flopping as it harms students’ interests.
“We did not cancel the NEET-UG examination because there was no systemic breach of sanctity beyond Hazaribagh and Patna,” the bench said. The SC issued several directives and expanded the mandate of the Centre-appointed panel led by former ISRO chief K Radhakrishnan to review the NTA’s functioning and recommend exam reforms.
The court stated that since the panel’s remit has been broadened, the committee is expected to submit its report by September 30, detailing measures to address deficiencies in the examination system.
The bench directed the Radhakrishnan panel to consider creating standard operating procedures for adopting technological advancements to strengthen the examination system.
It urged the Centre to rectify issues arising from the NEET-UG exam. On July 23, the Supreme Court dismissed pleas for cancellation and re-test, citing no evidence of a systemic breach. This interim verdict supported the NDA government and NTA amid criticism over alleged malpractices in the May 5 test.
