The report, submitted by the Commissioner of Railway Safety (CRS), highlighted operational lapses due to automatic signal failures, absolving the express train’s loco pilot of any responsibility.
The collision near New Jalpaiguri involving the Kanchanjunga Express and a goods train on June 17 resulted in the deaths of at least 10 people and numerous injuries.
The incident, categorized as an “Error in Train Working,” was attributed to the issuance of incorrect paper authority for crossing an area lacking automatic signaling.
This, coupled with the absence of speed-limit alerts and communication equipment like walkie-talkies for the loco pilot and train manager, contributed to the collision.
In response to the report, Railways plans to enhance signaling equipment reliability, develop an action plan for zonal managers, and implement the indigenous Kavach system to prevent such accidents.
