‘Zero Hour’ is an important device to raise urgent matters of public importance by MPs without any advance permission. ‘Zero Hour’ starts after the ‘Question Hour’ and focuses on government accountability and strengthening democracy. ‘Zero Hour’ is an informal mechanism, neither mentioned in the Constitution nor in the Rules of Procedure of Parliament.
