Telangana Assembly passed a bill scrapping the two child norm for local body elections. Minister Danasari Anasuya Seethakka said the rule, introduced in 1994, is outdated as rural fertility has fallen to 1.7. The amendment to the Panchayat Raj Act aims to raise replacement levels, address long term demographic risks, and enable conduct of polls.
