Karnataka introduced a bill defining hate speech as public expressions inciting hatred based on identity factors and hate crime as promoting or circulating such speech. Penalties include one to seven years in jail and fines up to ₹50,000, rising to 10 years and ₹1 lakh for repeat offences. The cabinet cleared the bill on December 4.
