The Centre announced key reforms on Tuesday to streamline telecom license and wireless equipment approval processes, aiming to enhance ease of doing business in the sector. The Department of Telecommunications (DoT) has updated procedures for Experimental Licenses, Demonstration Licenses, and Equipment Type Approvals (ETA) based on Telecom Regulatory Authority of India (TRAI) recommendations.
For Experimental Licenses that do not require inter-ministerial consultation, the license will be deemed issued if no decision is communicated within 30 days. If inter-ministerial consultation is needed, DoT will request comments within seven days of receiving complete application. If no comments are received, a provisional license will be granted after 60 days, converting to regular license after 90 days if no adverse comments are made.
Similarly, Demonstration Licenses will be deemed granted after 15 days if no consultation is required and after 45 days if consultation is needed. Provisional licenses will be cancel if adverse comments are received.
For Equipment Type Approvals, licenses for license-exempt wireless device will now be granted based on self-declaration. This change is expected to significantly reduce approval times and simplify process for companies entering the Indian market. ETA holders must still secure necessary clearances, like a no-objection certificate (NOC) from the Directorate General of Foreign Trade (DGFT), before importing equipment.
