The Supreme Court slammed states for failing to file affidavits confirming compliance with its August order to capture, sterilise, and release stray dogs. Expressing anger over rising dog attacks nationwide, the bench said India was being portrayed “in a bad light internationally.” The court directed all chief secretaries to appear personally and explain the delay.
