Puducherry Police have imposed strict crowd-control rules for Vijay’s first TVK rally since the Karur stampede that killed 41. Only 5,000 pass-holders are allowed, with demarcated enclosures, monitored entry, and basic facilities. Pregnant women, children and the elderly are barred. A roadshow request was denied over safety concerns and narrow city roads.
