Russian President Vladimir Putin cautiously welcomed a revised US proposal to end the nearly four-year war in Ukraine, saying it “could form the basis of a final peace settlement.” However, he noted the plan has not been substantively discussed with Moscow and claimed Washington cannot secure Kyiv’s consent, accusing Ukraine and its allies of seeking Russia’s defeat.
