The central government is considering bringing back MDR on some high-value UPI transactions or introducing a tiered incentive system. The move aims to reduce the cost of supporting UPI and make the payment system sustainable. UPI has had zero MDR since 2020. The government has not yet approved any MDR charges on UPI transactions.
