The Supreme Court said states owe about Rs 20,000 crore in unpaid traffic e-challans. It suggested linking these fines to electricity bills so people are forced to pay. The court also said vehicles with unpaid challans could be blacklisted, ownership transfers blocked, and vehicles impounded after random checks. It said recovery matters more than just issuing challans.
