The govt is considering restoring MDR on select high-value UPI transactions or introducing tiered incentives to reduce support gradually. The Finance Ministry told a Parliamentary panel that the measures could improve UPI's sustainability and ease pressure on the exchequer. UPI has remained zero-MDR since 2020, while industry costs far exceed govt compensation.
