The Finance Ministry rejected claims that UPI’s Merchant Discount Rate (MDR) was introduced due to external pressure. It said MDR on select high-value transactions aims to create a sustainable revenue model for smaller domestic firms. The government also cited restrictions favouring credit cards on UPI and stressed protecting digital ecosystem.
