The Supreme Court today sought an explanation from the Bihar govt over Panchayati Raj Minister Deepak Prakash's continuation in office beyond 6 months without being a member of the state legislature. The CJI Surya Kant-led Bench said the matter raises a constitutional issue and asked the state to justify his continuation. The plea will be heard on Tuesday, Aug 4.
