Congress MP Shashi Tharoor said strict punishment alone cannot tackle the problem of examination paper leaks. Speaking on the anti-paper leak bill, he stressed the need for preventive measures along with penalties and fast-track courts. Tharoor said he shared suggestions in Parliament and also wrote to Nandan Nilekani regarding possible solutions.
