Dharmendra Pradhan joined the BJP in 1998, beginning his political journey in Odisha. He served as an MLA from 2000 to 2004 and became president of the BJYM Odisha unit in 2001. In 2002, he was elevated as BJP National Secretary. Pradhan was elected to the 14th Lok Sabha in 2004 and, later that year, became National President of the BJYM youth wing.
